Building Opportunity: A Research-Informed Manual for Summer Youth Employment

Summer Youth Employment Programs (SYEPs) play a critical role in workforce development by providing young people with early job experiences that foster personal growth, build professional skills, and promote long-term economic mobility. While many cities have invested in summer jobs programs, questions remain about how to design these initiatives for maximum impact and which models best serve youth from marginalized communities.

With support from Arnold Ventures, this research report synthesizes a decade of rigorous evaluations conducted by leading organizations, including the Abdul Latif Jameel Poverty Action Lab (J-PAL) and the Brookings Institution. Drawing from randomized controlled trials and large-scale program assessments across cities like Boston, Chicago, New York, and Philadelphia, the report identifies evidence-based practices that improve outcomes in employment, education, and criminal justice involvement.

This report offers a practical guide for policymakers, funders, and program leaders interested in starting or strengthening SYEPs. It outlines proven program models, explores return on investment, and provides actionable recommendations for building high-quality, equitable summer jobs programs that create lasting opportunities for youth.
